==== The cancelled meeting ==== In early December Thatcher had two ad hoc meetings with Heseltine, Brittan, Tebbit, William Whitelaw (Deputy Prime Minister), Geoffrey Howe (Foreign Secretary) and Nigel Lawson (Chancellor of the Exchequer).
